Hard Reset Android O+ 8.31 Using Android Multi Tool 1.2 in Fastboot Mode.

Press volume down + power on steady until you see the fastboot mode on the screen. Insert cable to phone and install driver. Open Android Multi Tools, Then enter number 8 and press enter to Wipe data/cache in Fastboot Mode. The phone will automatically restart when wiping is successful.
