So if a hard reset does not cure the issue then I would try the Recovery Tool.
I am assuming you tried the hard reset this way:
"When a Windows Phone is in a reboot loop and keeps on rebooting constantly, you (obviously) can’t access the software menus that can be used to reset it. However, what you can do is perform a hard reset on the device using its hardware keys. First and foremost, you need to get the device to power down completely; removing and reinserting its battery should do fine. Once you have powered the device off, you need to:
Press and release the Power This will make the device vibrate.
As soon as the device vibrates, press and hold down the Volume Down
Release the Volume Down button when an exclamation mark appears on the screen.
Press the following buttons one at a time in the exact same order:
Volume Up > Volume Down > Power > Volume Down
The device will then vibrate, reboot, show the Nokia flash screen and then go to the spinning gears install screen. Once the spinning gears process completes, the device will be reset and taken out of the reboot loop."
If that did not work then try this:
"If that did not work for you, the only other solution you can try is to recover the device using the Windows Phone Recovery Tool (WPRT). WPRT is a revolutionary software tool that Windows Phone users can use to recover their devices after something goes wrong following an update or a clean install. To recover a Windows Phone using WPRT, you need to:
Download the Windows Phone Recovery Tool and install it on a computer.
Connect the affected Windows Phone to the computer via USB.
If WPRT fails to detect and recognize the Windows Phone and does not start downloading and installing the right drivers automatically, click on Phone Not Detected and follow the onscreen instructions that follow.
Once the required drivers are downloaded and installed, WPRT should successfully detect and recognize the device. When the program does detect your device, follow the onscreen instructions that follow.
WPRT will then start downloading the latest update for the device connected to the computer. Let WPRT do so.
Once the Windows Phone Recovery Tool has downloaded the latest update, simply follow the onscreen instructions and the program will start recovering your device.
WPRT will recover the device, reset it and then boot it up, after which you can start setting it up."
