SOLUTION: flash this firmware

TOOLS: ODIN3 v3.09
USB

PROCEDURE: put the unit on download mode VOL.down + HOME + power button then insert usb

Open ODIN3 v3.09 click AP select firmware that i gave then start

AFTER flashing phone is UNLOCK allready PROBLEM SOLVED.....

IF you recieve unit like this SM-G313HZ for unlock just FLASH this firmware and its DONE​
