I managed to unlock a Samsung Note 3 [SM-N900A] AT&T 4.3.
1. Root the phone with Kingo Android ROOT
2. Insert an AT&T sim into the phone.
3. Download RegionLockaway.apk.1.3 You can do that through google.
4. Make sure unknown sources is checked. Install the app. Open and grant root access. Select Region Unlock.
5. Wait and select Reboot later.
6. Power off phone insert any local sim card apart from AT&T and enjoy.
