HELP ME Help! How to Openline Samsung Note 9 (Duos)

I'm having trouble now. My SIM 1 was locked to a Philippine network then I change the CSC using *#272*IMEI# and selected XTC (Openline) but to no avail, worst part, both of the SIM slots were locked. Please help.
